This is a koteka, otherwise known as a penis gourd or penis sheath.
They're traditionally worn by native male inhabitants of some ethnic
groups in Papua and Papua New Guinea. Many tribes can be identified by
the way they wear their koteka. There are different sizes of koteka
which serve different purposes. For example, a shorter koteka is worn
for everyday work, and longer koteka, such as the one here, is worn for
festive occasions or tribal events.
