General Murtala set up a panel August 1975 to study creation of more states in Nigeria and this panel was headed by Justice Irekefe and had the following members.

Brig Gen Godwin Ally
Dr D. Yahaya
Mr C. Audifferen
Dr P.D. Cole of the Cabinet office as secretary.
